Okay, the first thing you'll need is a white mohair wig.
I bought a Tibetan lambswool skin off of eBay and made my own. You will need extra loose mohair, so I would advise going this route.
You could use cotton balls instead of extra mohair, but you won't be able to make the wig as high.
If you don't have extra mohair, I would suggest finding the longest wig you can get.
Put the wig on your doll's head on pull some wispy strands aside at the temples and at the back of the wig at the nape. You'll want to tie these strands together with a ribbon so they don't end up being pulled up into the hairstyle as you work.

Once you have your wispy tendrils safely tied away, you'll want to pull a section of hair from the middle of the wig up and tie it with a long piece of ribbon. Use a ribbon that will match your color theme, because it will be seen. ^^

Next, we need to make our "armature." I used a flexible metal mesh that I found at Michaels in the sculpting section. It looks like this:

You'll want to make the tube a little taller than you want the finished wig to be, because you'll need to make some tabs at the bottom to help it sit on the head better:
Okay, so now your doll is sporting a very fashionable tube on her head. XD
What you want to do now is fold over the top section of tube as snug as you can around the ribbon of hair in the middle. Push the tube down on the head while pulling the hair up. You want the tube to be as close to the head as possible to avoid it being too wobbly.


Once you've made your tabs, set it on your doll's head to make sure the tabs don't extend too far out, or they will poke through the hair.
Now take that section of hair you pulled up from the crown and thread it up through the bottom on the tube and through the top.
